ChatGPT Ads: What They Are, How Much They Cost and How to Get Started

Google Ads changed how businesses approached search. Meta changed how businesses approached social advertising.

Now OpenAI is introducing another potentially important advertising channel: ChatGPT Ads.

Unlike traditional search advertising, ChatGPT Ads aren’t primarily about bidding on a keyword someone typed into a search box.

They’re designed around something potentially much more useful:

the context and intent of a conversation.

A person might be asking ChatGPT how to automate their business, which CRM would work for their company, where to stay on holiday, what laptop to buy or how to solve a particular problem.

ChatGPT can then show a relevant sponsored advertisement below its response.

That creates an interesting new advertising environment where businesses aren’t simply competing for keywords. They’re competing to be relevant to what someone is actually trying to accomplish.

As of August 2026, OpenAI’s Ads Manager is available to advertisers in the United Kingdom, United States, Canada, Australia, New Zealand, Japan and South Korea, although OpenAI describes the platform as being in beta and says availability and functionality will continue to evolve. (OpenAI Help Center)

So how does it actually work?

What are ChatGPT Ads?

ChatGPT Ads are sponsored placements that can appear below ChatGPT responses when OpenAI determines that an advertiser is relevant to the conversation.

An advertisement can contain:

Importantly, the advertisement is separate from ChatGPT’s answer.

OpenAI states that advertisers cannot pay to influence what ChatGPT says, alter its recommendations or change the ranking of information inside ChatGPT’s actual response. Ads are separately labelled sponsored placements. (OpenAI Help Center)

That distinction matters.

A company isn’t paying ChatGPT to say:

“Company X is the best accounting platform.”

Instead, ChatGPT might answer someone’s accounting question normally and then display a relevant sponsored advertisement underneath.

Who actually sees ChatGPT Ads?

Ads currently apply to ChatGPT’s advertising-supported experiences rather than every ChatGPT user.

OpenAI says ads may be shown to users on its Free and Go plans, while Plus, Pro, Business, Enterprise and Education plans remain ad-free.

OpenAI also says it does not show ads to users it knows or predicts are under 18. (OpenAI Help Center)

This is worth remembering when evaluating the potential audience.

ChatGPT has an enormous user base, but buying ChatGPT Ads does not currently mean advertising to every ChatGPT user.

How ChatGPT decides which ads to show

This is where ChatGPT advertising becomes particularly interesting.

Traditional search advertising revolves heavily around keywords.

ChatGPT has considerably more context.

OpenAI says its advertising system can consider signals including:

The system then considers expected relevance and outcomes when determining which eligible advertisement to display. (OpenAI Help Center)

This means advertisers need to start thinking beyond:

“What keywords do my customers search?”

and towards:

“What conversations are my customers having when they need what I sell?”

That’s a subtle but significant change.

What are Context Hints?

One of the most important concepts to understand in ChatGPT Ads is Context Hints.

You add context hints at the Ad Group level.

They describe the types of conversations, problems, topics and situations where your advertisement might be useful.

They aren’t traditional exact-match keywords.

OpenAI describes them as broader thematic signals that help its system understand when your advertisement may be relevant. (OpenAI Help Center)

Imagine you’re an AI automation consultancy.

A poor context hint might simply be:

AI automation

More useful context hints could cover situations such as:

Small business owner looking to automate repetitive administrative tasks

Business struggling with disconnected software and manual processes

Company researching AI tools to improve operational efficiency

Business owner comparing workflow automation platforms

Company looking to automate customer enquiries or lead management

You’re describing the problem and conversation, not simply listing keywords.

That distinction could become extremely important when optimising ChatGPT campaigns.

How to set up ChatGPT Ads

OpenAI now has its own self-service advertising platform called Ads Manager Beta.

You can access it through:

OpenAI Ads Manager

The basic setup process is relatively straightforward.

  1. Create your advertiser account

Sign into Ads Manager using an OpenAI account associated with your work email.

You’ll then need to complete the advertiser onboarding process.

This includes:

Your campaigns won’t begin delivering until the required account setup has been completed. (OpenAI Help Center)

  1. Create a campaign

The structure will feel familiar if you’ve previously used Google or Meta advertising.

It essentially works as:

Campaign → Ad Group → Ad

At campaign level, you configure things such as your objective, budget, dates and geographic targeting. (OpenAI Help Center)

  1. Choose your objective

OpenAI currently supports three main approaches.

CPM — Cost per 1,000 impressions

Best suited to reach and awareness.

You’re primarily paying to get your business seen.

CPC — Cost per click

Best suited to generating traffic.

You’re paying when someone clicks your advertisement.

oCPC — Conversion-optimised cost per click

Best suited to generating actions such as purchases, registrations or leads.

OpenAI uses your conversion data to optimise delivery towards people more likely to complete your selected conversion event. (OpenAI Help Center)

For many small businesses interested in generating leads or sales, CPC is likely to be the easiest place to start before moving towards conversion optimisation once sufficient measurement is available.

  1. Create your Ad Groups

Your Ad Groups organise advertisements around a particular product, audience, problem or intent.

This is also where you’ll provide your Context Hints.

Don’t put every product and potential customer into a single Ad Group.

OpenAI specifically recommends keeping each Ad Group focused around a single theme or intent area. (OpenAI Help Center)

For example, an automation consultancy might create separate Ad Groups for:

AI Consultancy

Business Process Automation

AI Training

Custom Business Applications

Each would then have its own context hints and advertising creative.

  1. Create your ads

You’ll provide your headline, description, image and landing page.

But don’t create just one advertisement.

OpenAI specifically recommends creating a high volume and diverse set of advertising variations.

Different versions should explore genuinely different messages rather than repeatedly saying the same thing slightly differently. (OpenAI Help Center)

For example:

Angle 1 — Problem

Still copying information between spreadsheets manually?

Angle 2 — Outcome

Automate repetitive admin and give your team hours back every week.

Angle 3 — Audience

AI automation designed specifically for small businesses.

Angle 4 — Discovery

Find the processes costing your business time and money.

Same company.

Different conversational opportunities.

  1. Submit the campaign

Once everything has been configured, submit your advertising for review.

OpenAI checks advertisements and their landing pages against its advertising policies.

Misleading advertising, prohibited products and certain sensitive categories are restricted, and OpenAI also limits advertising around sensitive or potentially unsafe conversations. (OpenAI)

How much do ChatGPT Ads cost?

There’s an important distinction here.

ChatGPT doesn’t have one fixed advertising price.

It’s an auction-based advertising platform.

OpenAI currently supports CPM, CPC and conversion-optimised CPC campaign objectives. (OpenAI Help Center)

For CPC campaigns, OpenAI currently recommends advertisers begin with a maximum CPC bid of around $3–$5 USD per click.

That doesn’t necessarily mean every click will cost $3–$5.

It’s your maximum bid.

OpenAI describes its system as a relevance-weighted, second-price auction, meaning your bid isn’t the only thing determining whether your advertisement appears. Relevance also matters. (OpenAI Help Center)

That has an important consequence:

The highest bidder doesn’t automatically win.

An advertisement that’s highly relevant to the conversation may potentially compete more effectively than an advertisement with a higher bid but poor relevance.

For UK advertisers, OpenAI currently lists a minimum daily campaign spend of £15.

Current minimums include:

Market Minimum Daily Campaign Spend UK £15 US $25 Canada $25 CAD Australia $25 AUD New Zealand $25 NZD Japan ¥2,500 South Korea ₩25,000

These are minimum campaign budgets rather than a promise about how much traffic or how many conversions you’ll receive. (OpenAI Help Center)

OpenAI also says there aren’t yet established performance benchmarks across advertisers, industries or campaign types.

It’s simply too early. (OpenAI Help Center)

Be wary, therefore, of anyone claiming that there is already a universal “average ChatGPT Ads CPC” or guaranteed conversion rate.

How to optimise ChatGPT Ads

This is where businesses will probably have the biggest learning curve.

Optimising for ChatGPT shouldn’t simply mean copying your Google Ads campaign into another platform.

  1. Optimise for intent rather than keywords

Think about the conversation happening before someone needs your product.

If you sell CRM software, don’t stop at:

CRM software

Think about conversations such as:

How do I keep track of leads for my small business?

What’s the best way to organise customer follow-ups?

How can I stop leads falling through the cracks?

Your advertising strategy should map your product against these customer problems and intents.

  1. Create tightly focused Ad Groups

Avoid creating one enormous Ad Group covering your entire company.

Instead, separate substantially different problems and audiences.

This gives you better context hints, more relevant advertisements and landing pages that match what the user actually needs.

OpenAI explicitly recommends separating meaningfully different products, audiences and use cases. (OpenAI Help Center)

  1. Create significantly different advertisements

Don’t test:

Automate your business today

against:

Automate your business now

That’s barely a test.

Try:

Problem-focused creative

“Still manually moving information between your business systems?”

Outcome-focused creative

“Automate repetitive admin and reclaim hours every week.”

Audience-focused creative

“Practical AI automation for small businesses.”

Service-focused creative

“We find the bottlenecks in your business and build the automation to remove them.”

OpenAI’s own guidance recommends creating numerous distinct creative variations because this gives its system more opportunities to identify relevant conversations. (OpenAI Help Center)

  1. Make the landing page match the conversation

Your advertisement isn’t evaluated in isolation.

OpenAI says the landing page itself is one of the signals its system can consider when determining relevance. (OpenAI Help Center)

So don’t advertise:

AI automation for restaurants

and send people to a generic homepage talking about 15 different services.

Create a page specifically explaining:

There should be continuity between:

Conversation → Advertisement → Landing page → Conversion

The smaller the disconnect between those stages, the better the overall experience should be.

  1. Install conversion tracking before scaling

Clicks are useful.

Revenue is considerably more useful.

OpenAI’s Ads Manager can currently report:

OpenAI also provides conversion measurement through the OpenAI Pixel, Conversions API, or a combination of both. (OpenAI Help Center)

For ecommerce, you might measure purchases.

For SaaS:

Trial registrations

For consultants:

Discovery call bookings

For B2B services:

Lead form submissions

Without conversion tracking, you risk optimising for people who click rather than people who become customers.

You can also add static UTM parameters to your destination URLs and analyse ChatGPT traffic using your existing analytics platform. (OpenAI Help Center)

  1. Move towards conversion optimisation

Once you’ve implemented reliable conversion measurement, OpenAI also offers conversion-optimised CPC (oCPC) campaigns.

Instead of simply trying to generate clicks, these campaigns optimise towards a specific downstream conversion event.

For example:

Purchase

Registration

Lead submission

This requires conversion tracking through the OpenAI Pixel and/or Conversions API. (OpenAI Help Center)

The important metric therefore becomes less:

“How many people clicked?”

and more:

“How much did acquiring a customer cost?”

A simple ChatGPT Ads testing strategy

If I were testing ChatGPT Ads for a small business today, I wouldn’t immediately spend thousands.

I’d start with one clear commercial problem.

For example:

Campaign

AI Automation Leads

Ad Group 1

Manual business processes

Ad Group 2

Disconnected business software

Ad Group 3

AI adoption for small businesses

Then create multiple genuinely different advertisements inside each.

I’d run enough budget to collect meaningful data, measure which Ad Groups generate clicks and—most importantly—which generate conversions.

Then I’d progressively:

Pause weak creative → Expand winning intent areas → Improve landing pages → Add new creative → Increase budget → Test conversion optimisation.

That creates a learning loop rather than simply throwing money at the platform.

What makes ChatGPT Ads different?

The biggest opportunity isn’t simply that OpenAI has created another place to display advertisements.

It’s the context surrounding them.

Google traditionally knows what you searched.

Meta knows considerable information about who you are and what content you interact with.

ChatGPT can potentially understand the problem you’re currently trying to solve.

Someone isn’t necessarily searching:

“best workflow automation software”

They might instead be explaining:

“Every time someone fills out our website form, my receptionist copies their information into our CRM, creates a task and emails the sales team. How could I automate this?”

That conversation contains dramatically more context about the person’s intent.

The advertiser who can genuinely solve that problem has an opportunity to appear at precisely the point where the user is exploring a solution.

That’s why the winners in ChatGPT advertising may not simply be the companies with the biggest advertising budgets.

They may be the companies that understand their customers’ problems best.

The opportunity for small businesses

ChatGPT Ads is still a beta platform.

Features will change.

Pricing will evolve.

Competition will increase.

OpenAI itself says advertisers shouldn’t expect established performance benchmarks yet. (OpenAI Help Center)

But that also creates an interesting window.

Google Ads has decades of optimisation, competition and specialist agencies behind it.

ChatGPT Ads doesn’t.

Businesses willing to start experimenting now can begin learning which customer conversations lead to commercial intent before the platform becomes significantly more mature.

The question businesses should therefore start asking isn’t:

“What keywords should we advertise against?”

It’s:

“What conversation is our ideal customer having when they realise they need us?”

Answer that well, and you already have the foundations of your first ChatGPT Ads campaign.
